The Ghana Institute of Management and Public Administration (GIMPA) is a public university that is open to both men and women and is situated in Greenhill in Accra, Ghana. It has campuses in Accra, Tema, Kumasi, and Takoradi. The university is comprised of six schools and ten research units. Nicholas T. Clerk (1930-2012), who was the Rector of the Institute from 1977 to 1982, was the one who came up with the name Greenhill for the site where GIMPA is located.

The name "Greenhill" is a reference to the lush greenery and mountainous terrain of the main campus, as well as its position in Legon, which was traditionally on the outskirts of the Ghanaian capital, Accra. In addition, the name "Greenhill" is a reference to the location of the university. In 2001, as part of the National Institutional Reform Programme, GIMPA successfully participated alongside another two hundred state institutions in a Public Sector Reform Programme overseen by the World Bank. As a result of this participation, GIMPA was able to transition into a self-financing institution. By means of a parliamentary act in the year 2004, it was given the status of a public university.

It was initially known as the Institute of Public Administration when it was founded in 1961 by the government of Ghana with assistance from a project funded by the United Nations Special Fund. The institute's primary mission was to serve as a graduate school of public administration that provided specialised training for Ghana's civil servants. Today, GIMPA provides degree programmes leading to the bachelor's, master's, and executive master's levels in business administration, entrepreneurship, law, public administration, development management, governance, and leadership, as well as technology.
